If you choose to use the numbers in the table below, to make the decision on 7th Ave., that is fine----and it would likely be supported by the affected businesses as well!

If you choose not to use the numbers in the table, the more we think about the situation and decision, the more obvious it becomes that Olsson's, the Chamber, MEDCO, and the Planning & Zoning Commission have some work to do, to finish the job. What they have provided to you folks and the Council is incomplete and inadequate for making the best decision.

We strongly suggest the affected business owners join in urging you and the Council to delay the decision until Olsson's et.al. provide numbers at least comparable to those in the table below. They should be able to add additional elements and numbers to the table as well. This is a major project, deserving of everyone's best efforts, information and results.

This suggestion is supported by a more thorough review of the Master Plan, attached and posted on website: Draft Corridor Plan that resulted in the following:


RESULTS OF REVIEW OF MASTER PLAN CONTENTS

It is obvious from the start the corridor contained many businesses that would be adversely affected by the project. It is estimated there are at least 60 of them. Olsson has been asked for the complete list, which should be readily available. They have yet to respond.

Determination of the project's impacts on these businesses' sales should have been given a high priority.

We can find no significant evidence these businesses, or the impact on them, were seriously considered in the development of the plan, except for their property and taxation values.

We can find no significant evidence these businesses were advised or involved with the first several months of the planning effort

Traffic patterns and counts are basic to such a project, and are vital to businesses, and we can find no significant evidence or numbers that either was seriously considered or included in the master plan.

The descriptions of each Concept are very general and contain no numbers.

About 30% of the plan appears to be boiler plate material.

Estimates of resident acceptance of each Concept were missing----and are needed

Phase I in the Master Plan is written as if Concept D has already been adopted----and it has not been adopted by the Council, or deemed acceptable by the businesses impacted.

On a grading scale of A thru F, we grade the master Plan and management of the project a D at this time.

When Marion officials pay consultants $60,000 to do a job, that is what the consultants should do. They have not yet done it. Affected businesses should join forces and help you folks persuade Olsson''s et. al. to finish the job, so the best decision on this major Project can be made.
